Default Required application access not granted

i read this msg in our forum concerned with error msgs while installing an application, i have defeated all of them but one is still annoying me that is...
Message: Required application access not granted.

I also read a Hint in the forum: Check that your certificate can be used to sign all capabilities needed by your application. For example, if you use self-signed certificate, you can only sign basic set capabilities, i.e. NetworkServices, ReadUserData, WriteUserData, LocalServices and UserEnvironment. If your application requires one of the extended capabilities, for example SwEvent, you cannot sign it with self-signed certificate. In this case, apply for developer certificates from Symbian Signed.

So what does this exactly want to say?

I also did bt not hacked.
But to sign hello ox, we use that opda or s603rd.cn certificate, which have 17 capebilities, bt i also have heared about some 19 cap. Certificates, what do u think that if we sign hellox with that cert. Who know it would work. Just a guess.
