I've looked up some phones in this price range
    sum phones i found

    Nokia 5530 300$

    HTC Wildfire 400$

Considering you have managed to keep a phone for 5 years I would recommend a device which would be staying updated for the next two to three years.
So I'd say check out the HTC Desire.
Its over your budget but hey its the American way to run deficits :P

EDIT: 5530 costs $300? Whats that in proper money (mine was €150)

So Nokia 5530XM would be the best bang for buck in this price range?
If so, i'll go buy it sometime soon.
